Victorian Premier Daniel Andrews says a plan will be delivered tomorrow detailing when restrictions in the state can be lifted, which will be in keeping with the national plan. Mr Andrews said the state “will deliver the national plan,” and this Victorian one will not differ from what Prime Minister Scott Morrison and the premiers had agreed to. “The chief health officer and the government will today, and throughout this evening, finalise a detailed plan that will include thresholds,” Mr Andrews said. “If we can’t achieve zero despite our best efforts, how many cases can we tolerate? It will need to be a low number; it cannot be hundreds because it won’t be in the hundreds for long. Mr Andrews also said announcements about things which "can be eased” will be made based on the thresholds in the Victorian plan but it will not be “freedom day”. “It will not be an opening up type day, it will be modest changes that can hopefully be meaningful in people’s lives,” he said.
